Gazprom Neft is a reliable partner for regional administrations in implementing joint social programmes and projects. The Company believes that priority areas of regional cooperation should involve initiatives to develop cultural and social infrastructure in the regions, support healthcare, education, and development for children and young people.
Regional partnership is based on agreements made with regional and municipal authorities for cooperation in the social and economic sphere. Social projects that need financing are suggested by administrations of constituent territories of the Russian Federation and municipalities which are parties to agreements concluded with Gazprom Neft. The Company reviews the suggestions to determine if they comply with its Charity Policy. The transparency of expenditures is a prerequisite for financing.
In 2007-2008 Gazprom Neft provided assistance under existing agreements to six regions: Yamalo-Nenets Autonomous District, Khanty-Mansyisk Autonomous District, Omsk, Tomsk r, Tyumen, and Krasnodar Territory. The amount of financing for these projects totalled RUB 830 mln in 2008 (a 40 per cent increase compared to 2007). In 2009 the Company continued cooperation with all key regions in which it operates. Throughout the year, Gazprom Neft provided support to KHMAO, YANAO, Omsk, Tomsk, and Tyumen regions. The Company further expanded the regional cooperation programme and concluded new social and economic agreements with the Leningrad and Murmansk region. Social investments under regional agreements totalled RUB 849 mln in 2009.
