Tenders for Sale of Oil Products
General Information On Tenders
Since January 2007, JSC Gazprom Neft’ has made commercial sales of oil products by tenders. A tender represents a procedure established by Gazprom Neft’ for sale of Company-produced oil products in domestic market by bidding.
The goods sold by tender include oil products produced by JSC SibNeft’ – ONPZ, JSC SlavNeft’ – YaroslavNeft’eorgsintez, JSC SlavNeft’ – Yaroslavl Refinery and JSC Moscow Oil Refinery.
Any legal entity may participate in tenders irrespective of its form of incorporation or ownership and location, as may any unincorporated individual entrepreneur whose eligibility has been verified by the Department for Information Security and Data Protection and entered into the Counterpart DatabaseÏîðÿäîê è óñëîâèÿ ó÷àñòèÿ â òåíäåðàõ
General Terms and Conditions for Participation in Tenders

A Party willing to participate in tenders (prospective bidder) shall forward in advance (prior to official issue of specific invitation to tender) a letter in free form addressed to Mr A. V. Dyukov, President of JSC Gazprom Neft’ , and indicating contact information as well as the range of oil products it is interested in. The letter must be sent by fax to: +7 (495) 777-31-51.

The Company’s authorised officer shall liase with the prospective bidder and confirm its readiness to receive a set of the following documents:
b) copy of extract from the Single State Register of Legal Entities;
c) copy of articles of incorporation;
d) copy of tax registration certificate;
e) copy of certificate of registration with the Russian Statistical Service;
f) copies of documents certifying authority of a person who will eventually sign a contract for and on behalf of a prospective bidder (extract from the minutes of the General Meeting of shareholders (participants), Power of Attorney, etc.).
g) copy of balance sheet;
h) copies of licenses and permits for relevant activities (if applicable).
The above documents (or copies thereof) must be dated not more than 30 days prior to the date of presentation.
The document stipulated in para a) above shall be produced on the company’s/individual entrepreneur’s letterhead; the documents stipulated in paras b) to h) shall be certified by a Notary Public.

Following a positive review of the documents sent to JSC Gazprom Neft’ the prospective bidder is entered into the Counterpart Database.
Thereafter, when another tender is held, a relevant tender notice for the scheduled sale of oil products shall be forwarded to a prospective bidder’s E-mail address as indicated by the organisation/individual entrepreneur in the documents sent to JSC Gazprom Neft’.
Upon receipt of a tender notice, organisations/individual entrepreneurs willing to participate in the tender shall forward a standard tender bid in electronic format to the E-mail address indicated in the tender notice not later than the time and date stated in the tender documents.
Successful bidders shall be notified of the tender results within 2 working days of opening of the tender.
A contract for the supply of oil products with a relevant addendum shall be concluded with successful bidders (organisations/individual entrepreneurs).
