Gazprom Neft to supply high-tech bitumens and lubricants to the Kurgan Oblast

Press-release Partnership

Gazprom Neft has concluded agreements with the Government of the Kurgan Oblast on cooperating in supplying innovative bitumens, as well as on import substitution in lubricants. The document was signed at this year’s Russian Investment Forum by Gazprom Neft CEO and Chairman of the Management Board Alexander Dyukov and Governor of the Kurgan Oblast Vadim Shumkov.

The agreements envisage the parties cooperating in meeting regional demand for high-tech bitumens and lubricants produced by Gazprom Neft. Supplies of innovative bitumen binders and bitumen derivatives to the region will be increased to support the new construction and refurbishment of highways, bridges and tunnels, as well as housing and public utilities. Specialists at Gazprom Neft’s largest science and technology centre (STC) in Ryazan will develop optimum bitumen and asphalt formulations in line with locally available aggregates. To that end, actual road conditions on highways in the Kurgan Oblast will be modelled on the STC’s unique equipment, in line with the region’s specific climate and traffic loads. Highways test-sections will be built for the testing and subsequent monitoring of bitumen materials and asphalt mixes, making it possible to collect statistical data on the use of high-tech bitumen materials and confirm their effectiveness based on actual usage.

The second major area of cooperation between Gazprom Neft and the Kurgan Oblast lies in import substitution of service fluids and other lubricants. Under the terms of the agreement, Gazpromneft Lubricants, operator of the Gazprom Neft lubricants business, will expand its collaboration with urban and municipal enterprises to provide a range of high-tech domestically produced lubricants and service fluids meeting the requirements of global automotive producers and designed to replace expensive imported alternatives.

Alexander Dyukov, CEO and Chairman of the Management Board, Gazprom Neft, commented: “Regional economic development is directly dependent on the entire transport and logistics complex working effectively. Gazprom Neft, as a technological leader in the oil refining industry, is able to offer high-quality products, unique solutions and scientific expertise in improving the region’s highways network and providing the Oblast’s business with modern and competitive lubricants and service fluids.”
