Gazpromneft Marine Bunker and Rosmorport join forces in LNG bunkering

Gazpromneft Marine Bunker, operator of the Gazprom Neft bunkering business, and Federal State Unitary Enterprise (FSUE) Rosmorport have concluded a Cooperation Agreement on managing LNG bunkering for the Ust-Luga—Baltiysk rail passenger ferry. Signatories to the agreement, signed at this year’s St Petersburg International Economic Forum, were Andrei Vasiliyev, CEO, Gazpromneft Marine Bunker, and Andrey Lavrishchev, General Director, Rosmorport.
Under this agreement the parties will cooperate in developing transport infrastructure in Russia’s North—West Region, as well as in developing the LNG bunkering market. LNG has significant potential as a marine fuel thanks to its environmentally friendly attributes and cost effectiveness. LNG fuels complying with international MARPOL Convention standards on sulphur content and nitrogen-compound concentration are expected to play a key role on the marine bunkering market in the next few years.*
Rosmorport is implementing a project to build two 200-metre Arc4 ice-class ferries with closed cargo decks for rail carriages and open-top decks for cars and trailers as part of developing Ust-Luga—Baltiysk transport infrastructure. LNG will be used as a marine fuel for ferries. Gazpromneft Marine Bunker is responsible for developing a project — and one unique to the industry — in building Russia’s first LNG bunkering barge to supply marine gas-engine fuel, using deck-to-deck technology. Synchronising these programmes will facilitate LNG bunkering at Baltic Sea ports in the medium term.

A view endorsed by Andrey Lavrishchev, General Director, Rosmorport: “Bringing LNG ferries into operation will deliver a major update for this fleet, which operates a strategically important crossing for the country, as well as redirecting some cargo flows currently going into and out of the region through neighbouring countries’ territory — meaning goods will be transported in the quantities we need to meet internal demand.”

Gazpromneft Marine Bunker is a Gazprom Neft subsidiary, established in 2007 to provide year-round sales of marine fuels and lubricants for marine and river transport. The company is one of the most important oil-products suppliers in Russia’s North—West Region, achieving sales of approximately 332,000 tonnes of marine fuels at the Sea Port of St Petersburg in 2018.
Federal state unitary enterprise “Rosmorport” (FSUE “Rosmorport”) was created by regulation of the Government of the Russian Federation in 2003 promote the development of marine transport infrastructure, realise transit potential and increase the competitiveness of Russian seaports. Rosmorport operates in 65 of Russia’s 67 seaports. The business’s core objectives are ensuring safe navigation in the waters around sea ports (and approaches thereto), ensuring the effective use of federal property, and developing port infrastructure.

An amendment to the main treaty in early 2015 introduced a further regulation governing the permissible amount of sulphur in marine fuels used in vessels covering Sulphur Emission Control Areas (SECA, covering shipping zones including the Baltic Sea, the North Sea and the English Channel, where vessels are required to switch to low-sulphur fuels). With effect from 1 January 2020 the requirements of the MARPOL Convention forbidding the use of fuels with sulphur content above 0.5 percent will be introduced for throughout international navigation.
