Alexander Khloponin (Deputy Prime Minister of the Russian Federation) and Sergey Donskoy (Minister for Natural Resources and the Environment) have been given insights into environmental initiatives being undertaken as part of the thoroughgoing modernisation of Gazprom Neft’s oil refining facilities, with government representatives being shown the air-quality monitoring system — unique to Russia’s oil industry — currently in operation at the Moscow Refinery, as well as the “Biosfera” complex, construction of which was completed by Gazprom Neft in October. During the visit members of the Government of the Russian Federation together with Alexander Dyukov, Chairman of the Gazprom Neft Management Board, gave the instruction — by video link — to begin construction of a new biological treatment complex at the company’s Omsk Refinery.

Construction of the Biosfera facility is the most important initiative under Gazprom Neft’s extensive modernisation of its refining assets, a key priority of which is reducing the environmental impacts of production. The major environmental initiatives ongoing at the Moscow and Omsk Refineries, by order of the Government of the Russian Federation, form part of the federal plan for a series of activities under Russia’s Year of Ecology.

The new treatment facility will include a multi-stage water treatment system involving mechanical, physical—chemical and biological treatments, as well as carbon filtration and ultra-violet disinfection. The Biosfera’s effectiveness in wastewater treatment is in excess of 99.9 percent, while a closed-loop treatment system means up to 75 percent of treated waste can be returned to the plant’s production cycle, reducing usage of river water by 2.5-fold. The key water-treatment technology involves the use of a membrane bioreactor and activated microbial sludge, which use various refining by-products, nitrogen and other substances as a growth medium. Technological solutions developed by Russian engineers have allowed the footprint of the treatment facilities to be significantly reduced, making these more compact and ensuring full watertight integrity throughout every process stage of water treatment. In particular, the Biosfera project being implemented at the Omsk Refinery, will allow a 17-fold reduction in total floorspace while increasing total production capacity by 20 percent.
