Gazprom Neft has entered into an agreement with the Government of the Amur Oblast at this year’s Eastern Economic Forum, covering import substation in lubricants, and supplies of innovative bitumens. The signatories to the document were Gazprom Neft CEO Alexander Dyukov and Acting Governor of the Amur Oblast, Vasily Orlov.
The agreement envisages increasing supplies of both basic road bitumens and innovative polymer-bitumen binders and other high-tech Gazprom Neft products to the Amur oblast, including docking tapes, mastics and sealants, emulsions and protective repair compounds. Gazprom Neft supplied 8,200 tonnes of bitumen binders to businesses in the road building industry in 1H 2018 — equal to the total volumes supplied in 2017 — for use in building new roads as well as upgrading the regional transport network. Deliveries of base road bitumens are to be undertaken from the Gazprom Neft Omsk Refinery, deliveries of polymer—bitumen binders from the Ryazan Bitumens Plant, and bitumen derivatives from the company’s enterprise in Vyazma. Gazpromneft-Bitumen Materials will be responsible for fulfilling the agreement.
Under the agreement Gazprom Neft will be developing special formulations of bitumen binders and asphalt mixes, including adding local resources to aggregates (sand and gravel). To that end, actual operational road conditions will be modelled on unique cutting-edge equipment at the company’s specialist science and technology centre (STC) in Ryazan, in line with the climate of the Amur Oblast and traffic loads on the transport network.
Gazprom Neft’s bitumen products are expected to be provisionally tried out on test sections of roads and highways, as well as public utilities, in the Amur Oblast, for subsequent monitoring and analysis. Gazprom Neft is the first of Russia’s oil companies to introduce the practice of establishing test sections of roads throughout various regions in Russia — an approach which allows the collection of statistical information on the use of high-technology bitumen materials, empirically confirming their ability to extend the useful life of roads and highways.
Gazprom Neft’s developing partnership with the Amur Oblast also provides for closer cooperation in import-substitution initiatives for motor oils and service fluids. Pursuant to the terms of the agreement, Gazpromneft Lubricants (Gazprom Neft’s specialist subsidiary) will increase its collaboration with city and municipal agencies within the Region in selecting high-quality domestically produced motor oils, which meet the requirements of major global automotive manufacturers, to replace more expensive imported alternatives.
