Gazprom Neft and the Government of the Sakhalin Oblast have concluded a cooperation agreement on supplies of bitumen materials to the region, signed by Gazprom Neft CEO Alexander Dyukov and Governor of the Sakhalin Oblast Oleg Kozhemyako.
The agreement provides for the supply of a wide range of cutting-edge road bitumens, polymer—bitumen binders*, and innovative bitumen derivative products produced by Gazpromneft Bitumen Materials, operator of the Gazprom Neft bitumens business.
The development of scientific and research activities is also planned, including joint research and development (R&D) initiatives, and laboratory testing of bitumen materials and road-concrete mixes at Gazprom Neft’s R&D facility (the most important in the country), opened by the company in 2016 within its production facility in Ryazan. Data obtained will be used to develop bitumen formulations, adapted for the Sakhalin Oblast’s specific climate and road-usage conditions. Gazpromneft Bitumen Materials will also provide all necessary technical documentation and make recommendations regarding product usage to improve the quality and longevity of road coverings.
Both parties plan to build a test-section of a highway in the Sakhalin Oblast by the end of 2017, using innovative bitumens for subsequent monitoring and analysis. Gazprom Neft is the first of the country’s domestic road-covering producers to introduce the practice of building highway test-sections, and has been involved in the construction of more than 10 throughout various regions of Russia and the Republic of Kazakhstan.
Gazprom Neft has been supplying bitumen products in Sakhalin for six years, collaborating with road-construction companies throughout the region, with logistics managed through the use of cutting-edge packing technology in the form of the Clovertainer®**. More than 50,000 tonnes of Gazprom Neft’s bitumen products were delivered throughout the Sakhalin Oblast between 2012 and 2016, 40,000 tonnes of which were delivered in Clovertainers.
* Polymer—bitumen binders are based on traditional bitumens, with the addition of polymers and a plasticizer. Polymer—bitumen binders demonstrate better quality in comparison with traditional bitumen, including greater resistance to warping, better endurance under extreme temperatures, and greater resistance against deterioration.

Gazpromneft Bitumen Materials is a subsidiary of Gazprom Neft, specialising in the production and sale of bitumen products. The company now holds a leading position on the Russian bitumens market, with total sales of Gazpromneft-Bitumens’ products in 2016 reaching 1.88 million tonnes.
