Moscow Oil Refinery now produces Euro-4 fuels only


In April Gazprom Neft Moscow Oil Refinery started to produce all types of high-octane gasolines which meet Ecological Class 4 of the Technical Regulations for Motor Fuels. Thus, as of this date, all high-octane gasolines produced by the Moscow Refinery meet this ecological standard, and the switch to Class 4 was made almost three years before the deadline set by the Technical Regulations. Production of Class 4 diesel fuels has been ongoing at the Moscow Refinery since January 1 2011.

The upgrade in class was made possible through modernising technology and tightening operational requirements at the combined catalytic cracking unit. Further improvements to the produced fuels' characteristics will be achieved during the Moscow Refinery's modernisation program, in particular, as a result of the ongoing construction of the light gasoline fractions isomerisation and catalyst cracked gasoline hydroforming unit. In addition, by the end of 2012 reconstruction of unit LP-24-2000, used for the hydrotreatment of diesel fuel, will have been completed. Once these facilities are put into operation, Gazprom Neft Moscow Oil Refinery will be able to switch to the production of Ecological Class 5 motor fuels.

On April 19 Moscow Mayor Sergey Sobyanin and the Chairman of Gazprom Neft Management Board Alexander Dyukov paid a working visit to the Moscow Oil Refinery and got acquainted with the progress of construction of new facilities, including an isomerisation unit (planned for completion by Q1 2013) and closed mechanical wastewater treatment facilities (to be completed later this year).

Alexander Dyukov, the Chairman of Gazprom Neft Management Board, made the following comment: “The Moscow Oil Refinery is efficiently implementing the first stage of its large-scale modernisation program, aimed to improve the quality of its petroleum products. Achieving this goal, along with others, such as increasing refining depth and light petroleum product output and improving production and environmental efficiency, requires huge investments. Gazprom Neft will be spending 130 billion roubles on renovating the Moscow Oil Refinery by 2020, double the planned amount of investment.”

Gazprom Neft Moscow Oil Refinery is a subsidiary of Gazprom Neft. Its capacity is 12.15 million tons per year. The company produces gasoline, diesel, marine and aviation fuels, fuel oil, high-octane additives for motor fuel, bitumens and gases for various purposes. The refinery occupies leading positions in the production of petrol and diesel fuels, meeting about 40% of the total demand for petroleum products in the Moscow Region.

In 2011 the refining output of the Moscow Oil Refinery amounted to 10.8 million tons, a 6% increase over 2010. The yield of light petroleum products reached 6.1 million tons, 5% more than in 2010, including 2.2 million tons of high-octane petrol, which represents a 9.6% increase over 2010. The refinery also produced 2.6 million tons of diesel fuel and 649 thousand tons of jet fuel. The refining depth in 2011 reached 72.28%.

In Q1 2012 the Moscow Oil Refinery has increased the volume of oil refining to 2.6 million tons, 3% higher than the same period in 2011.

According to the medium-term investment program approved by Gazprom Neft, over 20 billion roubles will be invested in modernising the Moscow Oil Refinery in 2012. The program aims to upgrade the production facilities at the refinery in order to improve the quality of petroleum products, increase the depth of refining, and improve efficiency, both in terms of production and easing the impact on the environment.

In 2012, as part of the Moscow Oil Refinery modernisation program, construction of closed mechanical wastewater treatment facilities will be completed. This project will significantly reduce polluting emissions into the atmosphere as well as improve the quality of cleaning of industrial effluents. The Moscow Oil Refinery is also planning to finish the reconstruction of its bitumen unit and water treatment installation with a reservoir for collecting desalinated water.
