Moscow, March 23, 2003. Sibneft today announced the appointment of Andrey Komarov as the company’s new vice president for refining and marketing. Mr. Komarov previously worked as head of Sibneft’s department for domestic oil products distribution. He takes over from former company vice president Valery Oif, who has been appointed to represent Omsk region in the Russian legislature’s upper house, the Federation Council.
Born in 1965, Andrey Borisovich Komarov is a graduate of the prestigious Moscow State Institute of International Relations (MGIMO) with a degree in international economic relations. He worked in foreign trade organizations from 1987 through 1992 and, in the mid-1990s, rose to managerial posts in several commercial firms. In 1997, he was appointed head of the sales department at Russian state oil company Rosneft.
Mr. Komarov joined Sibneft in 1998 and has filled various positions dealing with the establishment and expansion of the company’s retail and marketing network. In 2002, in addition to his post as a Sibneft department head, he concurrently served as deputy general director for commercial issues of the Moscow Refinery.
